The department said in a report released Friday that the figure was one-tenth of a percentage point lower than the September rate of 2.8 percent.

The last time Hawaii County's rate was 2.3 percent was in December 2006, before the start of the Great Recession.
Meanwhile, the statewide unemployment rate hit a record low during October. In Lincoln, the rate dropped from 2.3% to 2.1%. Honolulu City and County saw its rate decrease from 2.3 percent in September to 1.8 percent last month.
Unemployment also remains low in other states throughout the New England region, ranging from a low of 2.7 percent in New Hampshire to a high of 4.5 in CT.
Alabama's unemployment rate has dropped to a record low 3.6 percent.
Natural resources, manufacturing, and information met seasonal expectations with no net change in jobs, while only two sectors -- professional and business services and government -- shed a total of 900 jobs. The bulk of the increase in leisure and hospitality was attributed to employment increases in food services and drinking places.
